H.R. 3069 - Right to Life Act Action Requested: Background: Introduced September 10, 2003 by Rep. Duncan Hunter, Duncan [CA-52] Cosponsors (24) Status: HSLDA's Position: The language in the Right to Life Act states that Congress declares that the right to life is guaranteed by the Constitution and is vested in each human being. If passed, this bill would define "human person" and "human being" as including each and every member of the species homo sapiens at all stages of life, including, but not limited to, the moment of fertilization, cloning, or other moment at which an individual member of the human species comes into being.
